Presentation Description:

The Capability Maturity Model (CMM) originated from the U.S. Department of Defense to address budget and schedule overruns in software projects. Developed by the Software Engineering Institute at Carnegie Mellon University in the 1980s, it provided a structured framework for assessing and improving processes. Over time, the use of the CMM has expanded beyond software into other industries and business functions, including project management and strategic planning.

In the early 2000s, water and wastewater utilities began formalizing the framework and vocabulary for infrastructure asset management to maximize the value of capital and operating budgets. Utilities began conducting assessments of work practices and capabilities to develop strategic plans for increasing the effectiveness of asset management programs.

This discussion presents the strategic asset management assessment performed for the Fresno’s Water Division in 2014 using a CMM developed specifically for strategic asset management assessments and developing implementation roadmap.

1. Understand the CMM framework and how it can be applied to advancing and managing change.
2. Use CMM principles to define capability levels for different work practices.
3. Apply CMM concepts to improve strategic decision-making and further operational effectiveness within their own organizations.

Paul Amico is an Assistant Director in the City of Fresno Department of Public Utilities and a licensed Professional Engineer in California. He currently directs DPU’s Administration and Utilities Planning and Engineering Divisions, bringing 30 years of experience delivering water and wastewater capital projects and programs, and in utility and asset management. Paul’s work developing long-range capital improvement plans have extended his experience to include public engagement and education on sensitive infrastructure issues, ensuring that technical solutions are understood by the communities and ratepayers that are served by the improvements. Through his leadership as a former consultant, clients have successfully  implemented policies and programs that enhance efficiency, generate revenue, improve service levels, and strengthen regulatory compliance.
