Dr. Mary Estelle Cochron, PMP®, brings over a decade of experience in project management and program implementation within the field of educational measurement. Her career began in 2005 in the classroom and evolved through school and district leadership roles before expanding to lead large-scale, multi-state assessment programs.

In 2022, she founded Metimur, a consulting firm specializing in project management, implementation strategy, and technical assistance for organizations across the education sector. Known for translating complex initiatives into clear, actionable plans, Dr. Cochron is passionate about using project management tools to drive impact—from policy to practice.

She lives in Fresno with her husband, two step-children, two dogs, and an unknown number of goldfish.

Dr. Sharon Starcher

Business Department Chair / Faculty

 

Dr. Starcher is the Department Chair for the Business Department under the School of Graduate and Professional Studies at Fresno Pacific University. Dr. Starcher coordinates and trains faculty to facilitate adult learning. Dr. Starcher manages curriculum development and provides continuous improvement based on faculty, student, and industry professionals' feedback.

Dr. Starcher has been active with the PMI-California Central Valley Chapter for over 12 years, serving in various roles, including two terms as chapter president. Dr. Starcher also served as a representative for the Project Management Institute Educational Foundation, serving with an international team to promote project management for social good, specifically serving PMI regions 1 and 7 for two years.

Dr. Starcher is knowledgeable in leadership and has extensive experience in business and non-profit administration, grant administration, corporate training, and project development and implementation. Dr. Starcher holds a Doctorate in Business Administration with a concentration in Leadership.
